a8f8cb0b74 Keep each file's encoding in the copy written for a start
The copy carries the scenario includes put in place of their include lines,
read as UTF-8 where they are, and it was written all in code page 1250. A name
with a Polish letter in a UTF-8 include then no longer matched the same name in
the files the simulator reads apart, and what 1250 lacks became '?'. Each part
now goes out in the encoding of the file it came from, the scenery's own file
too, as a save of a trainset already did.

69aa075bfa Keep scenery files intact on save and follow them on disk
Saves keep comments and every byte they do not change. Faults in a scenery's
text are found and described. Files that change while the starter runs are
picked up without a manual reload.

df21ec104f Cut the comments from the refactored code
Three survive: why AppServices is hand-wired, the cp1250 registration trap, and
the IsDieselEngine note carried over from Physics.cs.

8e5fe01104 Take the remaining I/O out of the domain and drop AppState.Instance
Scenery translations and load weights get repositories; AppState moves to the
application layer.

789f0dd1c9 Make Scenery a domain aggregate with no I/O
Parsing and loading move to Infrastructure/Sceneries. Weather becomes a value
object owning the "does this differ from the file" rule.
