feat(editor): tools/editor/drive_headers.py writes the //$e switch drive descriptions (category switch drive, the hand of the switch and the side of the drive, the switch name as the track parameter, rot.x/rot.z for the grade and cant) into the templates of scenery/tory/napedy and packs them into a zip; the crossing drives ele_x are left out
